The purpose of this Public Involvement Framework and Guidelines is to serve as a support and as a working tool to help design, develop and implement effective public involvement strategies. It describes a conceptual framework for developing public involvement plans. It could also guide citizens in understanding the public partner approach being taken to involve them. The document describes a step-by-step approach to:
• Determining the scope and focus of a public involvement process;
• Identifying and assembling the elements and tools essential to a successful process;
• Developing and implementing a public involvement plan;
• Evaluating results.
